Project Summary: The USAID-funded El Salvador Local Governance Activity will aim to support local governance in municipal consolidation, municipal financial sustainability, citizen engagement, improved service delivery (including safety and security) and address climate change and urbanization challenges.
Position Summary: Creative Associates seeks a Director of Operations for the anticipated USAID-funded El Salvador Local Governance Activity. The GESI Advisor will support the project to ensure that activities account for and address the different needs and inequalities experienced by individuals to ensure equitable participation in project activities. They will support the design, implementation, and monitoring of GESI-sensitive and -transformative approaches. The GESI Advisor will provide onsite technical assistance and capacity strengthening to project staff and partners, including government and local partners. They will advise on preventing and responding to gender-based violence (GBV) through project activities.
ResponsibilitiesPrimary Responsibilities:
Provide technical leadership in co-designing, planning, implementing, and monitoring project GESI strategies across diverse activities, anticipating and mitigating unintended consequences such as gender-based violence and sexual exploitation and abuse Oversee and conduct GESI analysis and lead development of subsequent project GESI strategy; monitor and update project GESI strategy Coordinate with project staff to ensure implementation of GESI strategy Support program research to integrate GESI considerations and priorities Support monitoring of GESI-related activities and collection of data for GESI-related indicators Represent GESI aspects of the project to external stakeholders, such as the donor, governments, and partners; disseminate learnings and best practices; and participate in technical working groups Plan and actively involve project communities in co-design, planning, implementation, and feedback loops Contribute to reporting, including regular reporting, case studies, and other learning relating to GESI Provide technical assistance and capacity strengthening on GESI principles to project staff, partners, ministry officials, civil society, etc. Train and on-board project staff on GESI principles, the GESI strategy, and related project policies and priorities QualificationsRequired Skills & Qualifications:
Advanced degree (master's or higher) in a social sciences discipline such as development studies, international relations, gender studies or a related field Minimum of 5 years of field/community-based programming Demonstrated technical expertise in GESI Demonstrated understanding of GESI factors in the context of El Salvador, including knowledge of related national and global gender, youth, and inclusion policies, strategies, and frameworks to support project implementation Demonstrated capacity to lead GESI analysis, including data collection, analysis, and utilization of information from a broad range of sources Demonstrated ability to engage key influencers as agents of change and female empowerment Knowledge or understanding of social, economic, cultural, and political context in El Salvador Must have the ability to foster commitment and build capacity among activity staff and in-country stakeholders to ensure GESI integration in program activities Understand and demonstrate commitment to the importance of GESI dynamics in USAID programming Knowledge and familiarity with USAID funding. Fluency in English required. Professional fluency in written and spoken Spanish is required.

Demonstrated experience integrating GESI considerations into MEAL plans, work plans, and project activities Strong training and coaching skills Demonstrated skills in participatory learning and action and facilitating problem solving and action planning
